The Spriggle Gatherer's heavy attack, Whirring with Energy (17259, 221% weapon damage), carries penalty_skill_id="16402". Not a bug

so it use the strong attack and then it debuffs itself as penalty? but i think also happens if i cancel the attack of this monster. since its not an important monster you can keep like this. doesnt matter much
