[BUG] Spell <Ice chain I> for spiritmaster doesn't work when off cooldown for 2 seconds

Bug description:
When trying to cast <ice chain I> nothing happends for 2 seconds, then it works. This doesn't alwasy happen but most of the time after using other spells previously especially <Chain of Earth I>. As if the shared cooldown is wrong. Also visually it looks like the <ice chain I> spell is off cooldown but is just wont cast for 2 seconds even if you're spamming the button.

This started happening after I got <Chain of Earth I>. I'm not able to reliably reproduce the issue but happends more than often when using <Chain of Earth I>.

Steps to reproduce:

Cast <Chain of Earth I> on mob, wait for <ice chain I> to come off cooldown and cast it.

Expected result:
Can cast <ice chain I> when visually off cooldown.

Actual result:
can't cast the spell for 2 seconds even when it's off cooldown visually.

How often does it occur?
Often but not always.
